    Since the start of the construction of new humanities and social sciences, the national higher liberal arts education system has actively carried out theoretical research and practical exploration, and made significant progress and valuable experience. While the phenomenon of “hot at the top, warm in the middle and unbalanced at the bottom” is still existed to a certain extent in the process of constructing the new humanities and social sciences, and the enthusiasm and initiative of scientific research units as well as teachers still need to be further stimulated. In order to promote the construction of new humanities and social sciences to deepen, substantiate and go with stability and sustainability, it is necessary to strengthen the mechanism guarantees and make efforts to improve the resource allocation mechanism, collaborative co-construction mechanism, ability promotion mechanism, evaluation mechanism and quality guarantee mechanism, by this way to further stimulate the endogenous power of new humanities and social sciences and escort for its detailed implementation.

    The cultivation of top-notch talents is the key issue of the strategy on developing a quality workforce in the new era. It is the key to developing a quality workforce to construct a top-notch talent cultivation system with Chinese characteristics and cultivate China’s top-notch talents independently. Under the theoretical framework of the international top-notch talent cultivation system, this article analyzes the shortcomings of China’s current cultivation system from the perspectives of vision, infrastructure, capacity, agency, and research competence. Based on this, this article discussed the practices and implications to build the cultivation system of top-notch innovative talents. This article argued that in order to build a cultivation system of top-notch talents, we need to develop an articulated top-down design, link up all levels of education, get fully support from top universities and basic disciplines, promote a good cultural atmosphere, and collaborate academic research with educational practice.

    The sense of gain is an important yardstick to measure the effectiveness of the implementation of the employment assistance policy for poor students. After investigating, it was found that the overall sense of access to employment assistance policies of poor students was at a slightly higher level, and the external sense was higher than the internal sense of access. There are differences in the sense of obtaining employment assistance policies among poor students of different gender, school type, poverty type and employment years. Through regression analysis, it is found that the scientific nature and feasibility of the policy are the key factors that affect the sense of access of the employment assistance policy for poor students. At the same time, the exogenous sense of gain is mainly affected by the “hard factors” such as the executive department and the way of implementation, while the endogenous sense of gain is mainly affected by the “soft factors” such as the quality of the executive, the policy tendency of the poor students, and the institutional environment. In this regard, at the level of idealized policies, we should optimize the top-level design of employment assistance policies for poor students based on the principles of scientificity and feasibility. At the level of executive agencies, it is necessary to clarify the rights and responsibilities of executive departments, improve policy implementation methods and improve the quality of policy executors. At the level of target groups, the awareness of target groups should be improved and their willingness to participate in policy should be strengthened. At the policy environment level, the policy implementation environment should be improved and the policy implementation foundation should be consolidated.

    The present study surveyed 94 361 students from 266 universities and applied the cognitive appraisal theory to analyze the impact of academic stressor on strain, as well as the separate and joint moderating effects of academic self-efficacy and stress coping strategy on this stressor-strain relationship. Results showed that academic stressor positively predicts strain; academic self-efficacy buffers the relationship between academic stressor and strain; positive stress coping strategy buffers the stressor-strain relationship, but negative stress coping strategy intensifies this relationship; and academic self-efficacy and negative stress coping strategy have joint moderating effects on this relationship. The findings reveal complex mechanism of strain and provide practical guidance for reducing students’ academic stress and promoting their mental health.

    The renaming behavior of colleges and universities is due to the competition for resources, especially for high-quality students. However, renaming is not without cost, so it is necessary to test and evaluate whether renaming can improve the enrollment quality. Based on the data of college entrance examination in Henan Province from 2015 to 2022, the empirical analysis by the two-way fixed effects model and event study shows that although the average effect of renaming is to significantly improve the enrollment quality of undergraduate universities, the effect is lagging behind and cannot exist continuously and steadily. The closer the information exchange with the province where students come from, the less the influence of the renaming of colleges and universities in this province on the enrollment quality. In addition, different types of renaming have great differences in the enrollment quality. Except for the renaming of independent colleges, other types of renaming have not improved the enrollment quality, and may even have a negative impact.

    The report of the 20th CPC National Congress clearly emphasizes “optimizing the allocation of regional education resources”, then, how to achieve optimal investment in human capital in higher education and promote the transformation of economic and industrial structure has become a major issue that tests the investment decisions of governments at all levels. Based on the theoretical analysis of the law of diminishing marginal returns, this paper puts forward the theoretical framework of “investment-structure-return”, and theoretically explains the equilibrium logic and optimal path of human capital investment in higher education from the perspective of marginal revenue. There is an optimal equilibrium level in the resource allocation of human capital investment in higher education, whose prerequisite is that the marginal cost of human capital investment in higher education is equal to marginal revenue. The improvement of the efficiency of human capital investment in regional higher education can be achieved through strengthening the macro regulation of human capital investment in higher education, transforming the concept of regional government human capital investment, and strengthening the responsibility of local government investment entities.

    The collaborative education with the integration between industry and education is an important way to cultivate excellent engineers. In order to solve the problem of the disconnection between industry and education, and the lack of motivation for collaborative. This paper based on the questionnaire method to analyze the relationship mechanism and practice path of collaborative education. The results of structural equation model analysis show that the value congruence has no significant effect on talent training and knowledge integration ability. The strategic complementary has a significant positive impact on the educational effect, and it is the main driving force for matching the relationship between education and industry. The path of collaborative education is based on knowledge interaction and realized through knowledge fusion as a “bond”. Knowledge integration ability plays a “bridge” mediating role in the process of collaborative education.

    The report of the 20th CPC National Congress clearly pointed out that guide and standardize the development of private education, pointed out a new direction and put forward new requirements for the classified management reform of private universities. From the perspective of route selection of private universities, among the 643 private universities surveyed, 69 universities choose for-profit, accounting for 10.7%; 110 universities choose non-profit, accounting for 17.1%; 464 universities have not been started yet, accounting for 72.2%, most private universities are still in a wait-and-see state. At present, the provinces that have completed or basically completed the project include Heilongjiang, Shanghai and Chongqing. Provinces that have not yet been completed include Beijing, Hebei and Inner Mongolia. The provinces that have partially completed and partially not yet started include Tianjin, Shanxi and Jiangxi. At present, we still face multiple dilemmas such as system dilemma, cognition dilemma and practice dilemma. It is suggested to strengthen the foresight and operability of institutional measures, carry out special supervision on classified management under the principle of “one university, one policy, one university, one plan”, and promote reform in a steady and orderly manner.

    University research in Japan has always held a leading position in the world. Analyzing the mode and operating mechanism of university research in Japan from the perspective of economic demand can better understand its uniqueness. Research mode and operating mechanism of Japanese universities are characterized by a typical Pasteur Quadrant Research Model, which is linked by economic demand. University research has formed an external operating mechanism that is constrained, incentivized, and guaranteed by economic demand under the guidance of economic demand. Under the influence of economic demand, research of Japanese universities has formed an internal operating mechanism where investment factors and organizational management structures work together. There are three levels: striving for administrative and academic balance in research autonomy; setting up a research funding allocation mechanism that caters to economic demand;and transforming research achievements and capabilities that meet economic demand. The research mode and operating mechanism of Japanese universities reflect the initiative and flexibility of research, but they also face practical challenges.

    The dual study programme of German Universities of Applied Sciences (UAS) has undergone rapid development after the Bologna process. Currently, universities of applied sciences have become the largest type of universities with dual system majors in Germany. The case study of the UAS Hannover (Hochschule Hannover) shows that the dual system of majors in the UAS has established a “employment oriented” talent cultivation model through professional settings geared to the needs of enterprises, training objectives that highlight professional abilities, intensive and coherent enterprise training, curriculum modules that strengthen production practice, as well as institutionalized and systematized college-enterprise cooperation. Compared with ordinary majors, dual system majors have systematic differences and flexibility in content and form, which is determined by the positioning of universities of applied sciences, and highlights the strategic choices of UAS to meet the needs of economic and social development. For China’s application oriented universities, their own application oriented positioning should be strengthened, let the enterprises play the important role, and meanwhile the institutional innovation should also be promoted.

    Understanding the developmental patterns of postgraduate education and regional innovation is crucial in accelerating the creation of a new framework for graduate education. By measuring the coupling coordination degree between postgraduate education and regional innovation from 2001 to 2020, the spatiotemporal patterns and convergence can be comprehended through kernel density estimation, Dagum Gini coefficient, and β-convergence model with spatial effects. During the investigation period, the coupling coordination degree has been in a stable upward trend; however, the overall level is still relatively low. Moreover, the loss of the scale effect of postgraduate enrollment expansion has led to a slower increase in the coupling coordination degree, along with noticeable spatiotemporal heterogeneity and periodicity. The influence of local characteristics has resulted in the continued expansion of spatial differences; nevertheless, significant absolute β-convergence and conditional β-convergence processes have been observed in the coupling coordination degree of the four major regions, indicating that their spatial differences will converge to a steady state. In the future, it is necessary to strengthen the quality monitoring of postgraduate education, improve the coupling degree of the quality assurance mechanism of postgraduate education, and fully capitalize on its spatial spillover effect.

    As a place with the functions of “academic discipline” and “knowledge exploration”, doctoral research field is the product of the interweaving of the general law of professional socialization and the characteristics of cultural differences among disciplines. This study combines Bourdieu’s field theory and Weber’s ideal type method, and makes a case study of four research fields:study, laboratory, field and digital network. The study found that the differences in the spatial forms of different research fields directly define and shape the nature and process of doctoral students’ relationship network connections, formation of research habits, accumulation of cultural capital, and construction of role identities. Based on this, the study constructs a typological integration framework, and advocates for “taking research fields as a method” in doctoral education research, to re-recognize that doctoral students’ professional socialization is a narrative of connecting institutional rules and individual actions.

    In the critical period of the world experiencing a level of change unseen in a century and China setting its goal of achieving national rejuvenation, vocational education plays an important role in Chinese modernization, incorporating the requirements from the economy, society, and comprehensive development individuals. From the perspective of supporting supply-side structural reform, vocational education develops technicians and professionals to meet the skills requirements for new technologies, new business patterns, and new economies. Therefore, it is of great significance to accelerate the improvement of standards in vocational education. This paper analyzes the internal and external standards that affect vocational education. On the basis of talent training cycle, a national framework for vocational education standards is constructed to cover such three sections as entry requirements, teaching and learning processes, and quality evaluation. The paper also analyzes the logical relationships between each section of the standards, and concludes that the framework for national vocational education standards should be improved to formulate integrative and progressive pathways both at home and abroad. To fulfill this purpose, it is suggested that efforts should be made in developing “meta-standard”, by formulating the technical procedures for standard development and enhancing professional competences of standards researchers. A mechanism with Chinese characteristics is proposed to support the construction of standards and the effectiveness of standard management. International qualifications benchmarking in vocational education could be studied to obtain experiences for optimizing the standards. These measures may enable the development of national framework for vocational education standards to enter a new stage from “existence” to “excellence” and to better serve the strategy of revitalizing the country through science and education.

    In order to promote high-quality vocational education, it is of great value to clarify the research and practice of China’s vocational undergraduate talent training model. This study takes 21 vocational and technical colleges as examples to analyse the text of their “Annual Report on the Quality of Higher Vocational Education” over the past four years. It finds that the goal of talent training is to actively serve regional development, but it lacks high-end industrial suitability, and emphasizes the professional combination of talents but ignores the high-level connotation; the professional offerings is constantly improving its adaptability, the undergraduate nature needs to be demonstrated; the curriculum construction is oriented to professional ability, and the theory and practice haven’t been integrated yet; the “Three Education” reform focuses on the connotative development, and the teaching staff urgently needs to be strengthened; the construction of a modern apprenticeship system focuses on school-enterprise cooperation education, but it lacks standard guidance, the “1+X” certificate system is steadily developing, and its gold content needs to be improved; the main body of multi-level evaluation in school has clear rights and responsibilities, but it lacks the evaluation status of enterprises and industries, and the evaluation orientation has been reversed, but it lacks professional characteristics. Accordingly, the cultivation of talents for vocational undergraduate education should clarify the positioning of “field engineers” and highlight the characteristics of the type; adhere to the “technology-oriented” cultivation process to create cultivation advantages; deepen the “school-enterprise cooperation” cultivation system to strengthen the guarantee of cultivation; and build the “knowledge+ability” evaluation system to enhance the effectiveness of cultivation.
