    Promoting the coordinated development and collaborative innovation of higher education, vocational education and continuing education is an necessary requirement to accelerate the construction of high-quality education system in the new era, and also a new path to promote the high-quality development of vocational education and continuing education. At the same time, it is with strategic significance to promote the high-quality development of the three kinds of above-mentioned education in a prospective, overall and integrative manner. At present, a Chinese way of coordinated development for the three kinds of education are being explored, which need the government to improve the system and policy design, higher education to strengthen the leading role, society to upgrade the value recognition, and finally to achieve the equal outcome in academic qualifications, capabilities and contributions, and solve the bottleneck problem of high-quality education system construction.

    The sustainable development of university consists of general sustainable development and high-quality sustainable development. In the context of sustainable development, the vision, enrollment, curriculum, faculty, funding and administration of university in Mainland China are all facing challenges of varying degrees. Moving forward, it is essential to strengthen the leadership of the CPC and pass on fine traditions; reshape the enduring vision and aspiration of the university and resist the temptation of gaining quick profits; observe the changing demands from students and reform the paradigm of teaching accordingly; improve curriculum design and promote knowledge advancement; enhance faculty training and recruitment; break with outdated ideas and encourage revolutionary efforts; improve the capability of governance and boost the morale as a whole, so as to ultimately achieve the sustainable development of university.

    The changes and development of the world’s science and technology centers mainly depend on innovative talents. Normal universities play a fundamental, strategic and leading pilot role in cultivating innovative talents. Northeast Normal University (NENU) has put forward the concept of “creative education”, and has been implementing the reform of talent training and academic governance oriented to creativity for many years. The cultivation of innovative and outstanding teachers is an important factor to improve the level of basic education and the basis for the cultivation of innovative talents. In view of the existing problems such as the establishment of training specifications, the construction of an effective implementation system, and the solution of systemic and institutional obstacles, NENU has been actively exploring and achieving remarkable results to contribute to the implementation of the strategy of strengthening the country through education and talents.

    Using the data of presidents of “Double First-Class” construction universities from 2000 to 2020, this paper constructs an analytical framework for the types of university presidents’ roles. The cluster analysis finds that there are seven types of university presidents: internal leadership, education expertise, academic expertise, activity expertise, education influencer, academic influencer and all-round leadership. The role type is significantly related to the personal characteristics and educational background of the university presidents, and the type of the universities. The time trend shows that the role types of presidents are closely related to the needs of higher education governance in China, and the types of academic influencer and academic expertise become two main types of university presidents in the new era. Based on the above analysis, this paper proposes that the external governance of university presidents should be improved and the development of multiple roles should be promoted; the selection of presidents should broaden the path of selection and value-based leadership should be emphasized.

    Improving the education quality of Minban higher education institutes is an important part of promoting the universal access of higher education and building a high-quality education system. Based on the Plural Subject Theory, the mixed research results of the interview texts of the four core stakeholders such as governors, teachers, students and employers in Q Institute case show that different stakeholders have different emphasis, but generally believe that the “quality” is the combination of subject participation, teaching interaction, institutional norms and environmental shaping. Specifically, different stakeholders have basically reached consensus on the key subject, comparative evaluation and microenvironment, but there are still some differences on the subject range, teaching orientation and macro-environment. In this regard, we should take “negotiation quality” as the action goal, and on the basis of consolidating the consensus of “teaching/learning” interaction, pay attention to the dynamic balance of “supply/demand” of education externally, and reconcile the value conflict between “system (norm)” and “subject (development)” internally.

    One of the goals of new round of college entrance examination (CEE) reform is to promote the transition from high school education to college education. Focusing on subject optional policy (SOP) of new CEE, taking major adaptation and the relationship between high school learning engagement and major adaptation of students who have experienced new CEE after entering college respectively as a representation of “transition from high school education to college education”, based on College Impact Theory to build a relationship model between variables, to examine the direct effect and moderating effect of policy identity on the transition, and to evaluates the implementation effect of new CEE policy. Through the analysis of the sample of 1403 freshmen from Zhejiang Province, which is the province of new CEE, found that: students have a high degree of identification with SOP, and there are group differences in individual, family, middle school factors; identity of SOP has a significant positive effect on students’ major adaptation after entering the college, and it also has a positive moderating effect on the relationship between students’ high school learning engagement and college major adaptation. The results of the research show that SOP of new CEE has effectively promoted the transition from high school education to college education, and new CEE reform has a positive effect.

    In response to its domestic higher education quality crisis at the beginning of the 21st century, Australia made national efforts to reconstruct its higher education teaching evaluation system. Through top-level design, Australia deconstructed the segmental standards of education quality and the characteristics of students’ growth stages, broke the institutional barriers of evaluation, integrated repetitive surveys, and adopted a developmental view of evaluation, and finally built an annual evaluation system that covers students’ growth path from enrollment, studying, graduation to early career development. In order to guarantee the system’s quality, Australia ensured the representativeness, variety, authority and professionalism of the participating subjects in the process of reconstruction. Australia also established a centralized democratic system to ensure the reconstruction process fully integrate the opinions and suggestions of different subjects, and find the maximum convention in the reform contradictions, which also ensures efficiency in decision making to promote the smooth implementation of the reform. The Australian experience has positive implications for establishing regular teaching quality evaluation system with in China.

    Organized research is deeply embedded in the external governance of university research, which is the embodiment of the cooperative relationship between academic community, political community and other stakeholders. In recent years, with the transformation of knowledge production mode, Australia has reconstructed the external governance system of university research by focusing on the classified funding mechanism, adopting the performance-oriented research evaluation mechanism, observing responsible ethics of research integrity’ policy, and pointing to the data-driven research management system, which shows the characteristics of national interest driven, independent institutional management, multi-subject participation, and target classification setting, so as to create world-class research and technological innovation.Drawing on the above experience, China can seek to reform the institutional space in research paradigm, funding allocation, research evaluation, and organizational guarantee of university to conduct organized research.

    Based on the panel data of 31 provinces in China from 2003 to 2019, this paper analyses the characteristics of the spatial and temporal distribution of postgraduate human capital and identifies the direct local, time-lagged and spatial spillover effects of masters and doctors on economic growth. The results show that the global spatial correlation of human capital of graduate students firstly decreases and then increases, and the local spatial correlation is mainly positive, showing High-High and Low-Low agglomeration patterns. The human capital of postgraduates has a significant local direct effect and a spatial spillover effect on economic growth through the factor accumulation mechanism. The human capital of doctor has a negative time lag effect on economic growth through technology imitation mechanism. In different regions, the technological innovation effect of doctors in the east and middle regions is remarkable, while the material capital in the west contributes significantly to economic growth. Therefore, the colleges should optimize the scale, structure, and quality of master and doctor, focus more on improving innovation ability, and adjust the spatial layout of postgraduates according to local conditions.

    Although there are differences in the procedures, objects and effects of the supervisor’s examination behavior in different degree-granting units, it is a common practice in the process of degree awarding in universities of China. From an educational point of view, supervisor’s examination right can be derived from the corresponding clause of the Teachers Law, but it also brings certain limitations. From a management point of view, the supervisor’s examination behavior is the process by which the supervisor performs the internal administrative procedures. After realizing that the supervisor’s examination right has the dual attributes of education and management, the purpose of regulation the supervisor’s examination right can be achieved by seeking educational legal support, improving the construction of internal rules and improving rights relief channels.

    The compensation reform of university teachers is an important issue in the field of higher education in China. Based on a large-scale microscopic survey data, multiple regression analysis, Shapley and Owen decomposition techniques are used to get the conclusions: The actual salary level of Chinese university teachers is low, and there is a large gap between expected salary and actual salary; The pay satisfaction of Chinese university teachers is not high, especially the satisfaction of pay level and pay increase; The pay level and pay structure are both very important factors to influence the pay satisfaction; Improving the pay level, rather than the pay structure can more increase the pay satisfaction; Improving the incentive compensation including pay increase, rather than the guaranteed compensation can more increase the pay satisfaction. For the compensation reform in the future, it is recommended to improve the sense of actual gain and expected satisfaction for the salary of Chinese university teachers; establish a long-term effective pay increase mechanism; focus on solving the benefit problems concerned by young and middle-aged teachers with a heavier family financial burden; optimize the pay structure, make the guaranteed compensation stable and stress on the incentive compensation.

    In recent years, more and more universities in China promote the reform of tenure system by learning from the experience of American universities,which has become important trend of the reform of the university faculty appointment system in China. The logical starting point of the tenure system is to ensure the academic freedom of university teachers,and its system design conforms to the internal requirements of universities as academic innovative organizations for faculty motivation, and provides an effective system guarantee for attracting, selecting and motivating outstanding talents. The system has its inherent limitations and scope of application. Faced with criticism and doubts from society, American universities began to take various measures to reform and improve the system. Universities in China should understand the inherent logic, objectively recognize the advantages and limitations of tenure system, and reasonably learn from its institutional core, break through the bottleneck in the reform and gradually establish the faculty personnel system that is compatible with the actual situation of Chinese universities.

    The higher education system is a matrix structure formed by the intersection of institutions and disciplines. The identity of university teachers overlaps with institutions and disciplines. The evaluation of university teachers is a key issue for the governance of university teachers in the dimension of institutions and the construction of academic communities in the dimension of disciplines. The teacher evaluation system of Paris-Saclay University is composed of pre-service admission recruitment evaluation, post-service professional title promotion and daily performance evaluation. It promotes the re allocation of evaluation power, the redesign of evaluation system, and the diversified reform of evaluation subjects in the institutional dimension. It revises evaluation techniques and means in the disciplinary dimension, clarifies the focus of evaluation content, and solidifies the legal basis of evaluation. Its evaluation system and reform logic are both national and universal, we should deepen the reform of university teacher evaluation in the new era from the two dimensions of colleges and disciplines.

    Higher education institutions are important for the achievement of the Sustainable Development Goals (SDGs). As a core element of talent cultivation, curriculum is an important action strategy for universities to promote the achievement of the SDGs. This study aims to focus on the current situation of implementing the SDGs in undergraduate general studies programmes from a curriculum perspective. Based on the connotation analysis framework of the United Nations Sustainable Development Goals and the core keywords, the study identifies and classifies the sustainable development courses in universities, and analyses and summarises the content profiles of the undergraduate general studies courses in 20 “Double First-Class” construction universities, so as to understand the implementation of the SDGs in “Double First-Class” construction universities. The study also aims to understand the current situation of the implementation of the SDGs in the general studies courses of the “Double First-Class” construction universities, so as to provide reference for the better implementation of the SDGs in Chinese universities. Finally, this study suggests that universities in China should further integrate the concept of sustainable development into their general studies programmes and take the initiative to change their curriculum structure to meet future challenges, so as to contribute to the achievement of the SDGs.
