    Chinese modernization is one of balanced development and common prosperity. Higher education is a vital force to promote Chinese modernization. The high quality development of higher education in central and western China is of great significance for accelerating the realization of Chinese modernization. Since the 18th National Congress of the Communist Party of China (CPC), the development of higher education in central and western China has achieved remarkable results. However, compared with the developed eastern coastal areas in China, there are still some problems such as shortage of high-quality higher education resources, low innovation ability, difficulty in attracting and educating high-level talents, lack of openness to the outside world and insufficient investment. The overall leadership of the Communist Party of China must be upheld in the process of promoting Chinese modernization with the help of higher education in central and western China. We should take root in China and serve regional development, take advantage of “Double First-Class” construction universities to lead and drive the overall high-quality development of higher education, continue to open wider to the outside world and increase finance and policies support.

    The report to the 20th CPC National Congress stressed the importance of “accelerating the realization of high-level self-reliance in science and technology”. The construction of “Double First-Class” is a strategic component to enhance the national scientific and technological competitiveness. The “Double First-Class” construction universities must take the historical mission and responsibilities of realizing “self-reliance in science and technology”. Based on the research of the first round of “Double First-Class” construction, this paper discusses the world-class universities and their elements, the purpose and principle of selecting “Double First-Class” construction universities, the key of “Double First-Class” construction universities’ construction, the modernization of their internal governance system, the fact that “Double First-Class” universities must return and devote themselves to the cultivation of top creative talents, and the direction and key of the reform in the effectiveness evaluation of their construction, etc. This paper rethinks the importance of theoretical and practical problems, and internal logic related to the construction of “Double First-Class” universities, then proposes some suggestions that the new round of “Double First-Class” construction universities should take the responsibilities of self-reliance in science and technology.

    This paper introduces and compares the key competences for talent cultivation of higher education proposed by major international organizations. The research found that although the world’s major international organizations are different in their positioning, perspectives, construction and attention. They share common understanding of key competences, which are higher-order cognitive skills, trans-disciplinary and communication skills, resilience. The article also criticize the social construction movement of Key-Competence Framework under the leadership of the United States, looking forward to providing methodological reference for the current innovation on goal and positioning for talent cultivation of higher education in China.

    Whether online learning technology keeps pace with the times to meet the diverse needs of students is very important for college students to continue to participate in online learning. Based on the survey data of 100801 college students from 258 universities in China, the paper uses the integrated technical acceptance model (TAM) and task-technology fit (TTF) as the analysis framework to systematically investigate the effect and mechanism of task-technology fit on college students’ intention to continue using online teaching. The results showed that the task technology fit is in the upper middle level, but still needed to be further improved; Task-technology fit has the greatest effect on the willingness to use online teaching, which is a key variable that can not be ignored; Through the mediating role of perceived usefulness, perceived ease of use and use attitude, task-technology fit has a significant positive impact on college students’ willingness to continue using online teaching. The study suggests that in order to promote the continuous participation of college students in online learning, we should further improve the technical support, fully understand the needs of college students, optimize the platform construction, strengthen technical training, and improve the quality of online teaching.

    Attracting excellent high school graduates to choose education majors is the important prerequisite for training and increasing teachers. Based on the theoretical perspective of major choice, this paper examines the college major choices of 2020 high school graduates in a county-level city in Guizhou through a mixed-methods approach. It explores the factors and explanatory logic that influence county students’ choices of education major. The study found that factors influencing students’ major choice intentions before the college entrance examination differed from those influencing college admission results. Although lower social class students preferred to major in education, they were unable to achieve their major goal in the college entrance examination. In terms of the reasons for choosing majors, while focusing on their interests and social needs, students who choose education majors placed more emphasis on “employment in the public sector and job stability” and “family’s hope or requirement”. The study argued that county students’ choices of education majors integrated both logics, including the economized rational choice and cultural discipline of the county field. The influence of economic factors is present throughout students’ major choices. The findings provide suggestions for the reform of the special admission programs for normal students and the promotion of career education in county schools.

    Academic passion is the key competence of postgraduates to carry out independent innovation and the vital goal of high-quality postgraduate cultivation. Through a survey of 532 postgraduates in Beijing, Taiyuan, and Xi’an, the effect of growth mindset on academic passion was tested using hierarchical regression. The study shows that growth mindset positively affects academic passion, and autonomous motivation plays a positive role in the above link. Mentor support positively moderates the mediating effect of autonomous motivation, while performance-prove goal orientation negatively moderates the mediating effect. The results suggest that universities and mentors should deeply grasp the key competence of high-level talents and shape the growth mindset through talent-cultivating practice. They should attach importance to the dynamic system of postgraduate research innovation and play the internal driving role of autonomous motivation. They also should strengthen mentor support and improve students’ ability to monitor their performance-prove goal orientation.

    Graduate mentor is a new role that many young teachers in universities will experience in their professional development. The transition from students, teachers to mentor is not always smooth, but it is often ignored in academic research and daily management. Through in-depth interviews with 22 young teachers working in the “Double First-Class” construction universities, the study found that in the process of becoming a mentor, the initial mentor will encounter many challenges, such as the confusion of establishing the mentor’s identity, the challenge of transposition guidance, the difficulty of communication, and the burden of guiding time investment. In this process, the initial mentor will coordinate the identity of teachers and friends, adjust the guidance standards, adjust the new and old communication experiences, multi-task time balance and other actions to actively adapt to the new role of mentor. In the future, university should set up assistant mentor posts, mentor reflexivity research projects, organize mentor workshops, and increase the weight of postgraduate guidance quality evaluation for young teachers to provide institutional support for the professional development of initial mentors and the improvement of postgraduate training quality.

    Pairing assistance is one of the national governance mechanisms with Chinese characteristics, and has played an important role in poverty alleviation, emergency rescue, disaster relief, and epidemic prevention and control. The Education Pairing Assistance (EPA) is one of the important contents of the pairing assistance. The EPA in higher education, which has been implemented since 2001, has become a long-term and stable educational support measure with Chinese characteristics. Based on The Compilation of Scientific and Technological Statistics of Chinese Higher Education and The Compilation of Social Science Statistics of Chinese Higher Education from 1994 to 2018, this paper uses a two-way fixed effect model to find that, first, the EPA in higher education has a significant impact on the faculty. The EPA in higher education significantly increased the number of faculty by 5.92%~23.58%, and increased the proportion of faculty with high-professional title by 1.99~4.69 percentage points. Second, the EPA in higher education has a positive, yet limited, impact on the scientific research capacity of the assisted universities. Third, the EPA in higher education boosted the ability of the assisted universities to serve the economy and society at large, as the horizontal funding for science and technology significantly increased by 37.43%~52.38%. Fourth, the EPA in higher education is a long-term project, with effects taking at least three years to be discerned. Fifth, compared with simply increasing the number of supporting universities, “team” support can heighten the effect of the EPA in higher education.

    This paper uses the generalized entropy index to measure and decompose the balance of average budgeted education expenditure of local general higher education students in the four major economic zones and their provincial-level administrative regions from the beginning of “Tenth Five-Year Plan” to the end of “Thirteenth Five-Year Plan” and comprehensively investigates their spatial-temporal characteristics and spatial correlation evolution patterns. The research indicates: In terms of time, the level of investment in local higher education in China has increased significantly, the regional and inter-provincial differences are gradually narrowing, the growth rates in the central and western region are relatively fast, the development speed in the eastern region has slowed down, the growth rate in the northeast has declined significantly. From a spatial point of view, the Theil index and its influence generally show a pattern of “east > west > central > northeast”. From the perspective of impact mechanism, the level of economic development, government financial resources and regional innovation ability are important reasons for the imbalance of education expenditure in the four major economic zones. This paper puts forward several policy suggestions such as the establishment of a higher education funding investment mechanism that is coordinated with the level of economic development, and the “precise support” of central financial transfer payments.

    Improving the quality of higher education is an important task of a high-quality education system. As an innovative organization implementing the industry-education integration project within the higher education system, the modern industrial college urgently needs to be high-quality developed and help improve the quality of higher education. Based on the theory of organizational ecology and its views, the article defines the connotation of high-quality development of modern industrial college: symbiosis, integration and fitness. In view of the difficulties such as the slow process of legalization of modern industrial college, the insignificant differentiation of ecological niche, and the difficult symbiotic development of multiple subjects, it is proposed to guarantee and promote the high-quality development of modern industrial college by taking the initiative to legalization, seeking suitable ecological niche, and substantive “integrated symbiosis”.

    Through the statistical analysis of vocational education journals in China for three consecutive years, it is found that the field of vocational education research is stable. The interaction relationship among institutions, researchers and journals formed a certain pattern. Public undergraduate colleges and public higher vocational colleges maintained their main roles in this field and played an important leading role of influencing and shaping research norms. The regional distribution of institutions and researchers also shows strong agglomeration and differentiation trend. Three large research centers and smaller centers have been initially formed matching the development level of vocational education. Research hotspots are characterized by continuous attention to traditional issues and close integration with policy hotspots. The mobility and openness of active authors is high, which shown the field of research is still in a process of exploiting and developing.
