    The process of leraning society promots the development and evolution of postsecondeary education in the USA, where learning in adulthood and vocational education has become important areas of government policy, with a seriers of Acts authorizing assistents and grants by the Federal. As the result, the number of postsecondeary institions increased with species diversity, entrollment expanded and structure optimized, community colleges developed, the function of serving the community strengthened, and adult lifelong learning was universal. It is recommendated to further strengthen comparative study,to enhance self-confidence and self-improvement, to change the concept of education, to promot the development of adult and vocational education, to perfect lifelong learning system, to increase financing in education, and to open up multiple channels of funds, so as to run socialist colleges and universities with Chinese characteristic, and to contribute to the construction of learning society.

    The new round audit evaluation is not a new start, the program is compiled with the wisdom of all parts concerned on the basis of summing up the experience and lessons of the formal performance level evaluation and the previous round of audit evaluation according to the new stage and new mission of China’s higher education reform and development, with a number of outstanding characteristics, distinctive features and highlights. In short, the new program has the characteristics of directional, objective and feasibility, includes features of classified evaluation, hierarchical responsibility of implementation, online and offline evaluation, and combination of construction and reform, highlighting bright spots of quality assurance audit, online evaluation, “trilogy” of rectification, “one school one policy” and “Excellent Undergraduate Education and Teaching Demonstration School”.

    Starting with the new development policy of China’s education in the new era, this paper analyzes the supply demand of the reform of evaluation models and methods in the new development stage of China’s colleges and universities, and it holds that strengthening effectiveness and efficiency is the strategic demand of China’s higher education development in the new era. This paper conducts a systematic study on the concept connotation and classification of the evaluation of the effectiveness of university discipline construction, and on this basis, it proposes a new model of three-dimensional thinking effectiveness evaluation system construction and a new idea of constructing a two-dimensional structure effectiveness evaluation system model. Finally, it gives four implementation paths for the establishment of the effectiveness evaluation system and evaluation methods, providing theoretical and applied references for evaluation of disciplinary effectiveness of universities in the new era. It is hoped that this paper helps enrich the theoretical system of China’s education evaluation, and contribute to the reform of China’s education evaluation and the promotion of China’s discourse power and international influence of education evaluation.

    The credibility of the third-sector education evaluation is a manifestation of the quality of education evaluation under the separating system of management, running and evaluation. Also, it is an indispensable condition for a modern education governance system. Based on the “customer orientation” concept of New Public Management, we select the frequency of reprinting and citing university(subject) ranking results of third-sector evaluation institutions as the statistical indicator to measure the credibility of third-sector education evaluation institutions in order to reflect the credibility “level” of the third-sector education evaluation. The results show that the credibility level of the native third-sector educational evaluation institutions is still relatively low compared with foreign institutions, besides, it shows instability in changing trends and uneven distribution. However, the credibility level is basically showing an upward trend.

    National Education Plan propounds the task of talent cultivation mode innovation firstly, which plays an important role in strategic guidance for improving the talent cultivation mode in universities with national defense characteristics. From the event system theory, this study reveals the policy effect of National Education Plan on promoting the development of talent cultivation mode during the last decade, and explores the internal mechanism between the implementation of National Education Plan and talent cultivation mode. In the future, the talent cultivation mode should be improved from strategic management, multiple cooperation, and cultivation quality.

    Based on a sample of 981 Material faculty members in the “Double First-Class” construction universities, this paper examines the impact of academic entrepreneurship and management positions on individuals’ research performances. The results show that academic entrepreneurship activities can promote the quantity of faculty members’ research output, which is conducive to their realization of “high productivity”, but its positive effect on “quality production” is marginal; besides, academic entrepreneurship activities are conducive to promote academic collaboration with researchers from other universities and that with industry researchers. However, holding senior management positions in academic spin-offs has a negative association with both “quality production” and international academic collaboration of entrepreneurial faculty members. To synergize the development of academic entrepreneurship with research productivity, it is suggested that the supporting policies for on-the-job entrepreneurship should be improved, and the flexibility of the appraisal system should be strengthened; meanwhile, the limits of faculty members’ participation in the management of academic spin-offs should also be clarified to avoid their role overload.

    As more and more new technologies are applied to the field of teacher education, it is crucial to clarify the relationship between technology and teacher education. This paper reviews two kinds of important related concepts and their practical dilemmas, criticizes the current practice of applying technology directly to teacher education in a one-way way based on the traditional Chinese culture and recent changes. Nudged teacher education focuses on the subtle two-way influence between technology and teacher education, and it builds a triangular nudged network based on the principle of purposiveness and the principle of non-mandatory and it contains teacher educators, teachers and technology. Its’ practical path mainly includes the following three aspects: Clarify the dual way of nudge, remove the shackles of one-way; Adopt diverse nudged modes and apply them to the triangle nudged network; Build a nudged platform for teacher education and form an evidence system.

    Because culture has its own characteristics, to achieve better outcomes, college culture building should stand on the height of culture, follow the rules of culture, use the way of culture. According to the different characteristics of college, choosing the appropriate carrier to form the college characteristic culture is an important way to build college culture. The building of college characteristic culture mainly includes the following three ways. Firstly, select the carrier from college historical development, discipline and its characteristics, the region where the college is located, and the typical scenery. Secondly, by integrating the carrier into the college culture, discussing the connotation of the characteristic culture, and refining the expression of the characteristic culture, then the college characteristic culture is formed. Thirdly, through logo creation, project creation, comprehensive design, characteristic culture is enriched and developed in the dissemination and practice.

    Based on the panel data of 21 universities with industrial characteristics from 1998 to 2017, this paper evaluates and compares the coupling trends between the research innovation of universities with industrial characteristics and the economic and technological development of the industry as well as the development of regional economy and technology respectively. The results show, within the scope of the research innovation of universities with industrial characteristics, there is an obvious positive correlation between the service industry and the service area of scientific research innovation; compared with the more coordinated coupling state with the industry development, there is a high coupling and low coordination state between the research innovation of universities with industrial characteristics and regional development, and the imbalance between the supply and demand is more prominent; in terms of coupling relationship between research innovation and two service orientation in universities with industrial characteristics, it has gone through the evolution process from the dual imbalance with industry and region, to the favor region of the service orientation in universities with industrial characteristics, and then to the return to the industry within some universities with industrial characteristics.

    Universities that are jointly administrated by the Ministries and Provinces should meet the expectations of both central and local governments who are the most influencing stakeholders under dual governance system of the Ministries and Provinces. Based upon legitimacy theory, this paper uses the longitudinal case analysis of the integration and development process of Zhejiang University since 1998, and finds that, universities can gradually obtain the legitimacy from the central and local governments through legitimization strategies such as identity mechanisms and associative mechanisms. Specifically, at the legitimacy obtaining stage, identity mechanisms and associative mechanisms should be combined. At the legitimacy consolidation stage, associative mechanisms are working well for meeting the different expectations of the central and local governments. At the legitimacy enhancement stage, identity mechanisms and associative mechanisms should be combined for enhancing ambidextrous legitimacies. Therefore, Universities affiliated to MOE should adopt different legitimization strategies according to different situations and then achieve rapid integration and development.

    Education think tank is a crucial institutional arrangement under the framework of education governance modernization. In order to explore the combination of various condition variables that affect the influence of education think tanks, we use fsQCA to analyze 43 education think tanks worldwide. Initial results indicate that political environment, policy counseling ability, academic output, public image, and international cooperation are the dominant condition variables of the influence. Moreover, historical accumulation and capital source are auxiliary condition variables. There is no fixed conditional combination formula for the formation of high influence. A reasonable combination of different influencing factors can produce high influence.

    In the era of knowledge economy, postgraduate education plays an increasingly important role in improving national innovative capacity. Based on a panel data, this paper uses the relative scale of graduates form different levels of higher education as independent variables and the Global Innovation Index as the dependent variable, to analyze their impact on national innovative capacity. The results show that in the short term, undergraduate education has not a significant effect on national innovative capacity, while master’s education has a significant positive effect which mainly exists in leading and emerging innovator countries. In the long run, doctoral education has a significant positive impact on leading, emerging and laggard innovator countries.

    Based on the theory of planned behavior, this study empirically analyzed the formaing mechanism of career choice among 1 107 doctoral graduates. The results show that instructive norms of supervisors have direct impact on the choice of doctoral graduates’ academic career. Outstanding scholars’ exemplary norms, academic achievement acquisition, perceived control of academic competence, and perceived control of academic career experience have indirect effects on doctoral graduates’ academic career choice behavior through academic career intention. Career intention can only explain 48% of actual career choice behaviors, therefore doctoral graduates’ career intention can not directly represent their actual career choice. On this basis, this study identifies four ways to intervene the career choice behavior of doctoral graduates.

    Starting from the connotation of the integration of production and education, through empirical analysis, it is found that the direct and indirect effects of the four dimensions of teaching capital, human resources, student social, audit and certification on the practical abilities of professional degree graduate exist at the same time. Among them, “student social interaction” has the strongest direct influence on practical abilities, indicating that professional degree graduate participating in competitions and internships are still the most effective way to improve practical abilities; “practical interest” plays an intermediary role between the integration of production and education and practical abilities, among which teaching capital has the highest impact on “practical interest”, indicating that education and teaching have the most obvious role in urging professional degree graduate to explore “tacit knowledge”. Therefore, teachers should be encouraged to practice the academic system and create a team of multi-source tutors. Strengthen the role of the “catalyst” of professional degree graduate and shape the sense of participation. Promote the practice base alliance system and build a community of professional degree graduate education practice.

    Based on the analysis of Faculty Instructional Development Index of Chinese Higher Vocational Colleges (released in 2020), the current situation of faculty instructional development of Chinese higher vocational college is analyzed in this research. It is found that the overall structure of faculty instructional development is not good, the regional and provincial imbalance is significant, and the difference between schools is obvious et al. In addition, this research also found that there are four kinds of faculty instructional developing forms in provinces, namely, single type, biased type, Semi-developmental type and balanced type. Some governance proposals are presented, which includes strengthening the accuracy of regional faculty instructional policies; strengthening the cooperation and participation of multiple subjects; promoting the classified management of key and general vocational colleges; and advocating the diversified assessment of faculty instructional status in higher vocational colleges et al.
