    Under the background of the “Two Overall Situations” at home and abroad as a whole, in terms of strengthening education and constructing teacher preparation system with Chinese characteristics, it is an urgent need to deepen the implementation of the spirit of the 20th CPC National Congress, and to consistently promote the teacher preparation reform and innovation. .In achieving this, the study of the teacher preparation, from the perspectives of institution, system, regime and mechanism, is supposed to be conducted. First, regarding the institution, the importance should be attached on the reform and innovation of the qualification, the academic degree, the enrollment, the professional standard and the evidence-based institution of professional accreditation. Second, reform and innovation of the system of teacher preparation is mainly on the teacher preparation system required for “5-Dimension Education”, etc. Third, the reform and innovation should focus on the regimes of teacher preparation, including CPC Party’s leadership. Last, the mechanism, such as the collaborative education and others, should be comprehensively promoted. All in all, it is the construction of teacher preparation system with Chinese characteristics, serving as the logical starting point and ultimate goal, that promotes the reform and innovation of teacher preparation.

    Since the 18th CPC National Congress, remarkable achievements have been made in the construction of college and university teachers’ team. However, To thoroughly implement the spirit of the report of the 20th CPC National Congress on the construction of high-quality teachers,facing the long-term goal of building a strong educational country by 2035, we should continue to strengthen the construction of teachers’ ethics and morality by putting virtues cultivation first; improve the strategic layout of talents and continuously enrich the scale of teachers; increase overall support and resource sharing to promote the coordinated development of regional teachers; innovate the mechanism of introducing and educating high-level teachers, and gather talents of teachers from all over the world; run school openly to attract resources and build a team of teachers integrating industry and education; comprehensively strengthen the construction of the post-doctoral team and build a high-level “teacher reserve”.

    The report on the 20th CPC National Congress and a series of documents issued by international conferences have clearly emphasized that the construction of high-quality and professional teaching staff in universities is a major livelihood project, as well as the basic work to promote the development of higher education, which is of great significance for a Chinese path to the modernization of education and transforming education. Based on the specific problems and regional challenges faced by the construction of teaching staff in universities in China, the Retired Teachers Support Action has explored an optimization path with Chinese characteristics. At this stage, this path shouldered the realization of high-quality development of higher education, the implementation of actively responding to the aging population, the service of high-quality development of economic society, but also to lead the virtue construction among teaching staff, guide teaching and research, support the construction of university disciplines and other key tasks. To promote the high-quality construction of teaching staff in universities through this path by retired teachers, it is necessary to optimize the system and mechanism, improve the support system and build the participation culture.

    The scientific classification of colleges and universities is an important prerequisite for promoting the high-quality development of large-scale higher education. By studying the classification patterns and experience of the mainstream universities in Europe and America, it is found that both monorail system and double-track system are shaped by their internal traditional history and culture as well as external social political and economic conditions. Due to the later-emerged characteristics, Chinese higher education mainly understands and carries out classification system construction from external level, which causes the assimilation dilemma. This dilemma is manifested in the classification assimilation of colleges and universities of different levels, different subjects and different talent training modes, and the internal assimilation of similar colleges and universities. Its causes are closely related to the policy and resource drive, the restriction of historical and cultural concepts, the demand of “legitimacy” identity and the orientation of the single evaluation. In order to construct a reasonable dual-track academic and application system, it is necessary to continuously and deeply change the traditional educational concepts, take into account the internal differences and external values of higher education, establish an allocation mechanism that attaches equal importance to equity and performance, and reconstruct a scientific classification and evaluation system.

    The new-model research university inherits some of the genes of the research university, but also has innovations input outside of it. China is the first country in the world to propose the development of new-model research universities. Over the last decade of development, the new-model research university has shown its internal characteristics and development patterns different from the existing research universities, but in some aspects it also reflects the limitation in the development. After discussing the conditions for the rise of new-model research universities, it points out that the key to their sustainable development is to adhere to three-dimensional innovation. First, the great interests of the country and the higher education system itself have innovative needs for the sustainable development of new-model research universities that keep pace with the times. Second, the higher education system, especially the school-running system, should provide innovative system guarantee for the sustainable development of new-model research universities. The third is to propose an innovative operating mechanism for the sustainable development of the new-model research university from the foundations of organization, power and resource. Finally, it emphasizes that in order to survive, continue to develop and prosper, the new-model research university must rely on the society to build the overall ecosystem of sustainable development formed by demand innovation, system innovation and mechanism innovation.

    The coordinated development of higher education and economy is the key for Xiong’an New Area to build a global scientific talent center and innovation highland. Based on the collaborative relationship between higher education and economy, this paper takes Beijing, Shanghai and Guangdong-Hong Kong-Macao Greater Bay Area, which are oriented towards the construction of international science and technology innovation centers, as the norm groups. Then, based on the two development modes of knowledge innovation driven by universities and technological innovation driven by enterprises and combined with the norm reference method and the regression prediction model, the scale and structure of higher education in Xiong’an New Area under different population sizes and economic development levels were predicted. Finally, suggestions were put forward to construct the higher education system of Xiong’an New Area.

    Based on the perspective of situational characteristics and individual characteristics, combined with the feature activation theory, through the survey of 1 071 doctoral students, the hierarchical regression method was used to explore the impact of initiative personality, organizational innovation atmosphere and knowledge sharing on doctoral students’ research performance and its mechanism. The results show that initiative personality can not only directly affect doctoral research performance, but also indirectly affect innovative research performance through knowledge sharing. A good organizational innovation atmosphere can significantly adjust the knowledge sharing level and innovative research performance of individuals with low initiative personality level. In order to improve the training quality of doctoral students, it is suggested that the training unit should pay attention to the assessment of the individual characteristic of initiative personality level in the admission examination, stimulate the willingness of doctoral students to share knowledge, improve their knowledge sharing ability, and pay attention to the creation of an organizational innovation atmosphere.

    Time is the basic mode to examine the structure and quality of life in modern society. Doctoral students’ action orientation, academic life and time experience will be coordinated and compatible with the needs of the whole time system through time norms, deadlines and time regulations. Based on the narrative perspective of individual doctoral students, this paper regards the academic duration as a “Journey” of doctoral study, and makes a qualitative analysis of the time structure in their daily academic life, the time experiences and subjective feelings of doctoral students are different in different stages of their doctoral study: the time accumulation and disorder in the transition stage of threshold, the time discipline and work-catching in the accelerating cycle stage, and the time freedom and energy enhancement in walking out of the competitive whirlpool. We should abandon the time concept of quantification, acceleration and competition, explore the resonant relationship between individual and institutional environment, time structure, and reconstruct the academic time concept of doctoral students.

    The phenomenon of “aim high but accomplish little” in graduate academic writing is an important issue that needs to be paid attention to in the current graduate training. Based on the grounded theory method, we conducted in-depth interviews with 194 graduate students, and concluded that “knowledge-attitude belief-practice” is the main formation mechanism of the phenomenon of “aim high but accomplish little”. As far as academic writing operational logic is concerned, “knowledge” is foundation; “attitude belief” is the key to produce; the “practice” is the final expression. In view of the phenomenon of “aim high but accomplish little” in graduate academic writing, knowledge is not true knowledge: knowledge “brought” will not be used; believe it or not: the attitude is “depressed” not firm; hard to do: the “slow” action is difficult to continue the three stages of the problem. It is proposed that postgraduate students should build a knowledge system to form a knowledge map, firm academic belief and maintain a positive academic attitude, and practice academic writing to ensure the presence of action.

    The good and effective communication of engineers has an important impact on engineering practice itself and its effects. Engineers need to communicate in engineering projects, and global economic cooperation and the emerge of new media put forward higher demand to communication of engineers. Well-known engineering universities in the United States incorporate communication courses into the cultivation programs of engineering students. The teaching practice proves that communication courses can contribute to the growth of engineering students’ specialty. There are two models of communication courses of American engineering universities: incorporating communication courses into general courses or embedding communication courses into specialized courses. These two modes have their own advantages and limitations respectively. Different universities can choose the mode that can be realized according to their own situation.

    The quality management of talent training in higher vocational colleges is committed to the continuous improvement and enhancement of the quality of personnel training, which is the core meaning of the modernization of the governance system and governance ability of higher vocational colleges. The governance of the quality of talent training in higher vocational colleges is a governance system composed of governance subjects, governance consensus, governance tools and governance results, and its operation starts from the identification, understanding and positioning of talent training goals, so as to lead the governance consensus, guide the governance subjects, and regulate the governance tools, and the governance subjects develop and use governance tools to achieve expected governance results, achieve talent training goals, and finally realize the interaction between higher vocational colleges and the external environment. This analysis of the reality of talent training quality governance in vocational colleges and universities shows that there are still many challenges in the benign interaction of governance subjects, the effective achievement of governance consensus, the scientific supply of governance tools, and the continuous improvement of governance effectiveness. To this end, it is necessary to build a benign and long-term mechanism for governance subjects, give play to the role of governance consensus in stimulating endogenous power, optimize the diversified complementary structure of governance tools, provide a source of power for continuous improvement of governance effectiveness, and provide a path for continuous improvement of the quality of talent training in vocational colleges.
