The traditional legal education model built based on the discipline system of “theoretical law + departmental law” overemphasizes professional subdivision, different disciplines are separated from each other. As a result, the thinking mode of trained legal talents is relatively narrow, the knowledge structure is relatively single, and the practical ability is relatively weak. It is difficult to adapt to the needs of the era of cross-border social problems and comprehensive knowledge application, The training level of compound high-quality legal talents lags behind social reform and legal practice. In the context of comprehensively promoting the construction of the new liberal arts, the new liberal arts development concept of deep cross integration has penetrated into the construction of the law discipline, broken through the inherent limitations of law knowledge, promoted the interdisciplinary development of law education, and helped cultivate the interdisciplinary knowledge integration ability of law students. The construction of new law science should proceed step by step from shallow to deep. It should be guided by social needs, break down discipline barriers, innovate cross integration mechanisms, transform and upgrade from the “small cross” between laws of various departments within the law discipline to the “big cross” between the law discipline and other disciplines, and transform from the innovation of research methods to the innovation of discipline settings. It should focus on cultivating cross disciplines around emerging fields such as national security, artificial intelligence and social governance, etc.

The overall level of students’ learning input in first-class courses is high, among which behavioral learning input is the highest. There are disciplinary differences in students’ learning input: the overall learning input from high to low is applied hard discipline, applied soft discipline, pure hard discipline and pure soft discipline; In behavioral learning, the level of applied hard subjects is the highest, and the level of pure soft subjects is the lowest; In cognitive learning, the level of pure subjects is higher than that of applied subjects; Affective learning input has no subject difference. Regression analysis shows that learning interest and learning efficiency, teaching methods and teaching contents are the consistent factors, while other factors have different distribution characteristics. Therefore, we should improve students’ academic strategies and emotions, and shift from procedural learning input to substantive learning input; Improve students’ internal driving force by learning motivation and learning efficiency, and improve students’ external driving force by teaching content and teaching methods; Based on the difference teaching and classification evaluation, the construction of the subject suitability of the first-class curriculum will be realized.

Online teaching has ensured the basic teaching order of China’s higher education during the pandemic, realizing the “suspension of classes and non-stop teaching”. But does “learning” still continue? Based on the undergraduates learning experience survey in F province, it is found that there are significant differences in students’ learning engagement, learning time and learning outcomes between the online and offline teaching mode. Under the online mode, students’ learning engagement is inadequate, learning time is greatly reduced, learning quality is declining, and learning loss should raise concern. In the context of the new normal, how to objectively review and evaluate the quality of teaching and learning under the online teaching mode is of great significance for effectively promoting the integration of online teaching and traditional teaching and improving higher education quality.

Based on the data of international competence assessment of postgraduates in “Double First-Class” construction universities, this study uses the propensity score matching method to estimate the impact of different internationalization modes on postgraduates’ international competence. It is found that in the internationalization abroad, going abroad has no significant impact on the international competence of postgraduates, while studying abroad significantly promotes the improvement of international competence, especially for intercultural competency. As to internationalization at home, taking international courses and contacting foreigners can significantly improve the postgraduates’ international competence. Generally, internationalization at home improves students’ international competence to a greater extent than studying abroad. In order to enhance the international competitiveness of Chinese higher education, it is suggested to attach importance to internationalization at home and establish a “Dual Circulation” development pattern, which promotes internationalization both at home and abroad. Higher education institutes should advance the establishment of international curricula and faculty, pay special attention to improving international competence in an all-around manner. Moreover, students should be encouraged to conduct intercultural exchanges to develop an international outlook.

Since the Ministry of Education (MOE) of the PRC issued a call for “Developing Jinke and Eliminating Shuike”,universities have taken actions, but there is still a lack of progress in Shuike governance. A hierarchical governance perspective provides a new path to explain the dilemma of Shuike. Specifically, in the institutional design of the national education administration, the concept of Shuike has not been clearly interpreted and has become a vague signal that is released through administrative pressure. Universities, instructional administrators, teachers and students receive this signal and follow a propulsive path of vague contracting-competitive tournaments, declining levels of supervision-declining levels of effort, and loss of control-information uncertainty, producing competitive, symbolic, substitution, and strategic behaviors, resulting in a fragmented implementation of policy practices. To break through the hierarchical governance dilemma of Shuike, we need to be cautious about policy ambiguity, highlight the status of universities as the core governance layer, pay attention to the tension between different levels, transcend the tendency of indexed operations, and focus on student learning experience.

The tenure and tenure-track system originated from American universities is an important reference system for some Chinese universities to reform the faculty management system and the faculty appointment mechanism. This article conducts a comparative study of this system of eight universities in China and the United States from four aspects: goal setting and application scope, recruitment mechanism, promotion and assessment mechanism, rights and interests protection mechanism. The institutional texts of the universities mostly point out positive role of the tenure and tenure-track system in promoting the construction of high-quality faculty, and cover the main aspects of personnel management such as faculty appointment, promotion assessment and rights protection, with different emphases on specific provisions. American universities focus on the standardization and legitimacy of faculty management, and emphasize the necessary autonomy of the schools and departments; while Chinese universities pay more attention to the clarity and rationality of faculty access and assessment standards, highlighting the integrity of university planning. In the process of deepening the reform of faculty management system, Chinese universities should focus on both improvement of the procedural standardization of faculty appointment mechanism and faculty rights protection mechanism.

To explore the differences and effects of willingness and motivation to teach between government-funded and non-government-funded student teachers, a whole cohort sample was conducted on the fourth-year student teachers at a ministerial normal university, and valid data were collected including 446 government-funded and 406 non-government-funded student teachers. The results found that the proportion of government-funded student teachers willing to teach was significantly higher than that of non-government-funded student teachers. A multiple-group latent class analysis revealed that both groups of student teachers had four types of motivation to teach, of which three were identical: ability and love-driven, love and role model-driven and stability-seeking, while government-funded student teachers had the forced compliance pattern and non-government-funded student teachers had the ideal-driven pattern. There were significant differences in teacher identity and teacher efficacy among different motivation patterns. Finally, implications for enhancing student teachers’ motivation and willingness to teach were discussed.

High-level talents play a soul role in the beautiful vision of “upward mobility” for local universities. In order to inquire the realistic situation about the introduction of high-level talents in local universities, based on the theory of social practice, three group images of the “sender”, “receiver” and “influencer” of the talent introduction signal were drawn through interviews with 18 managers, high-level talents and local talents of N University. Adopting the logic of “Motivation tracing-Influencing factors-Attitude tendency” for inquiring and the clue of “Field-Capital-Habitus” for analysis, the question of how the local universities generate their decisions for talent introduction is explored. It is found that local universities have problems as “Imbalance of order” in talent introduction, “Lack of integration” in internal and external relations and “capital preference” oriented alienation. In their introduction of talent, attention should be paid to highlighting the “standardized” talent introduction mechanism, implementing the “integrated” cultivation system, building a “harmonious” academic ecology, forming a “reasonable” capital distribution, and debugging within the field and the scope of ability.

The pilot reform of the scientific research project funding contract system aims to solve the contradiction between the uncertainty of scientific and technological innovation and the specificity of budget management requirements, changes in the funding management model, internal governance relationship, logical assumptions, substantive requirements for funding, performance appraisal standards, and integrity supervision system unchanged. 31 provinces, autonomous regions, and municipalities directly under the Central Government have significant differences in the timeliness of policy issuance, the effectiveness of document types, and the coverage of application scope, and the policy innovation is convergent and conservative; 23 sample colleges and universities are in the form of policy document issuance, the proportion of indirect cost extraction, and risk prevention and control systems. Practical exploration has been carried out in the management of construction and the retention of surplus funds, and the overall planning role and supervision system still need to be strengthened. In the future, it is necessary to bridge the significant differences in the attention of science and technology innovation policies between regions; strengthen the main position and supporting role of regions and universities in promoting science and technology innovation; improve the performance evaluation, accountability and supervision mechanism of scientific research projects; improve scientific research policies and project information publicity and publicity. evaluation system.

There are risks such as leakage and abuse in the data operation process of higher education institutions. Although the current data laws and regulations that have begun to take shape can be dealt with to a certain extent, they are still criticized for being fragmented. For this reason, the introduction of a data compliance mechanism in university data security management has a positive value, which can not only form a systematic data protection model but also move from “passive” data management to “active” data compliance and improve internal management. At the same time, it ensures the legalization of data operation. Specifically, the data risk of higher education institutions can be alleviated through the data compliance mechanism: one is to determine the basic content of the system of university compliance systems based on risk assessment; The effectiveness of the operation of the data compliance system. It will ultimately shape a systematic compliance program for data governance in higher education institutions to ensure the effective resolution of data risks.

In order to promote urban production factors flow more freely, the spatial structure and division of city become more clearer, the development of urban agglomerations has entered a new stage of “urban integration”. Continuously promoting of “urban integration” seek a stronger and more hierarchical service capacity of regional higher education, so it is necessary to grasp the comprehensive vision of “space” and “region”, seek a reasonable spatial shift in the allocation of educational resources, explore the rigorous “integration” of higher education and promote the spatial integration of higher education. At present, higher education in the Chengdu-Chongqing economic circle?is difficult to support the goal of high-quality and cooperative development: mismatch lies between the scale and quality of higher education, in-coordination lies between the space layout and development demands of colleges, spatial allocation of higher education resources is quite wrong, space integration of higher education resources is be limited. Based on these, we propose to break the spatial opposition of higher education, to optimize the multi-layered layout of higher education, to construct regional higher education ecosystem, to improve the long-term mechanism for the development of higher education clusters and other measures.

The revision of the new Vocational Education Law experienced ups and downs, it is hard to find the balance point and breakthrough of the opinions of all parties. After a series of repeated and tortuous legislative processes in the three revisions of the foundation stage, the rehabilitation stage and the generation stage, it can finally be implemented. In the long course of revision, the juristic logic starting from legislative logical norms, the academic logic based on the theoretical and practical achievements and the practical logic centered on solving practical problems constitute the endogenous logic of the new Vocational Education Law. Based on the content of the law, the new Vocational Education Law puts forward new institutional arrangements for the reform and development of vocational education, and strengthens the national obligation to develop vocational education in terms of responsibility; pursue high-quality vocational education system in goal conception; optimize the governance mode of vocational education on the action path.
